In addition, Tdh is aligned with interagency standards such as (DPISP from The Alliance for Child Protection in Humanitarian Action).To operationalize these policies, Tdh aims to develop a Directive which, in accordance with Tdh’s internal governance, derives from a policy or regulation without modifying it. Rather, it provides specific and actionable procedures to be implemented, potentially tailored to local regulatory contexts. The Directive seeks to establish clear standards and procedures for case management within child protection teams, ensuring consistency, compliance, and the safeguarding of children’s personal and sensitive data across Tdh’s global operations.4.Objective of the consultancyThe consultant will be responsible for developing a Directive for Tdh that will be validated by the Child Protection expertise and Data Protection Officer and then submitted for approval to the Tdh Executive Board (CODIR) before end-2025.Specific objectives: * Operationalize Tdh’s global data protection and information security policy framework into an actionable Directive with clear instructions for Child Protection Case Management.
  • Ensure the alignment of the Directive with inter-agency guidance, good practices, and relevant existing reports.
  • Develop practical procedures within the Directive that are applicable across Tdh’s global operations of Case Management in Child Protection and adaptable to different national/legal contexts.
  • Deliver a final document not exceeding 10 pages (excluding annexes) designed to be accessible, practical, and user-friendly.
5. Scope of the work and taskThe consultant will be expected to:
  • Review and analyse Key reference documents:
  • Internal Tdh policies on Data protection.
  • Internal Tdh procedure guidance drafted on “minimum Standard procedure on Data protection for Case management”;
  • Inter-agency Child Protection Case Management Data Protection and Information Sharing Protocol; and
  • Any other relevant policies and documents linked to the scope of the work.
  • Conduct an inception meeting with the Tdh focal points to clarify scope, methodology, and expectations and agree on structure and content of the document
  • Produce a 2-page inception note outlining the structure of the Directive.
  • Draft the Directive in accordance with the pre-identified structure and content. Ensure the draft addresses, within this structure:
  • Core principles of data protection and information security, adapted to child protection case management.
  • Practical procedures for consent, confidentiality, secure information sharing, and secure storage of sensitive data.
  • Roles and responsibilities of Tdh staff and external partners in ensuring compliance.
  • Application of legal and regulatory requirements, including international standards and GDPR and FADP alignment.
  • Mechanisms for continuous improvement, monitoring, and feedback.
  • Adaptability to local contexts, ensuring the Directive is applicable across diverse legal and humanitarian settings.
  • Commitment to accountability and enforcement, including measures for violation and sanctions.
  • Annexes with user-friendly tools, references, and links to Tdh’s General Framework.
  • Present a first draft to Tdh for review and feedback in a dedicated review meeting.
  • Revise the draft based on inputs from Tdh focal points.
  • Deliver the final Directive document (maximum 10 pages + annexes if needed).
6. Deliverables * Inception note (max. 2 pages) outlining structure
  • First Draft of the Directive (max. 10 pages + annexes)
  • Final Directive Document integrating feedback.
  • The directive may be developed in either English or French, depending on the consultant’s expertise.
  • An executive summary must be provided in both English and French.
7.Duration and TimelineThe consultancy will be limited to a maximum of 10 working days equivalent, to be completed between
25 September and 30 November 2025, in order to optimize the allocated budget.8.Management and coordinationThe consultant will work in collaboration with Tdh Global Child Protection Advisor, with technical guidance from Tdh Global Data Protection Officer (DPO).9.Consultant profileTdh will accept applications from individuals, teams, academic entities, NGOs and companies as long as they are officially registered with a tax number (i.e. are able to issue an invoice) and have training, education, research or similar as their object of activity, which can be proven by legal documentation. In case the work is conducted by a team, the team should ideally be diverse, and gender balanced.The consultant should demonstrate the following qualifications and experience:
  • Advanced degree in law, child protection, data protection, information security, or related fields.
  • Proven experience in drafting institutional directives, guidelines, or similar operational documents.
  • Strong understanding of child protection case management and inter-agency standards.
  • In-depth Knowledge of data protection regulations (e.g., GDPR) and humanitarian information management.
  • Experience in facilitating participatory processes and integrating feedback; and
  • Excellent writing and synthesis skills in English.
10.Pricing and payment termsThe proposed price for the work will be provided by the Applicant in the Financial Proposal. The consultant is expected to work for a maximum of 10 working days within the duration of this assignment, i.e. between the start date of the consultancy and 31st of November 2025.Payment terms shall be 15 days net following Tdh’s receipt of deliverables based on the following schedule: * 50% upon signature of contract
  • 50% upon delivery, approval and successful submission of the proposal and its annexes final administration of contract.
11.Consultant selection criteriaTdh will provide a comprehensive briefing on its policies and principles related to ethical considerations to the selected Consultant.All Tdh consultants are required to sign Tdh’s Good Business Practice and Code of Conduct, Data Protection and Child Safeguarding policies and adhere to its principles and ensure confidentiality of the information received from Tdh upon entering into contract.Only shortlisted Applicants will be invited for an interview prior to contracting.All Applicants will be informed of the outcome of the selection process by e-mail after the contract is concluded with the selected Applicant.
